Running for Peoria City Council – Pine District
Joysaphine Waitman-Powell is a pastor’s wife, mother, nonprofit executive, and advocate. She currently serves on the Peoria Planning and Zoning Commission, where she is serving her third term. In this role, she reviews development proposals, listens to resident concerns, and helps guide responsible growth in one of Arizona’s fastest-growing cities.
For more than a decade, Joysaphine has worked as a nonprofit executive and community advocate engaged in bipartisan advocacy. Her work has focused on strengthening civic participation, building partnerships, and addressing issues impacting families and communities. She previously served in leadership with Arizona Coalition for Change and its civic engagement initiative Our Voice Our Vote.
Joysaphine has been active in reproductive justice organizing, including helping lead the initiative “Black Moms on a Mission: Protecting Our Rights, Securing Our Future,” which mobilized mothers and families around reproductive freedom and civic engagement. She also advocated alongside Mentally Anonymous, a nationally recognized mental wellness community that hosts free wellness events.
Joysaphine is a member of the NCBW PHX where she serves on the Executive Board as Chaplain. In addition, she has served as a delegate to the 2024 DNC and is a PC in LD27. Joysaphine is a dual citizen and member of the Dutch Club of Arizona, she engages in several communities and is committed to strengthening communities and expanding opportunities for families.
