After earning a Bachelor’s in Public Administration and later an MBA in Leadership, Emilia led outreach programs at Girl Scouts of Southern Arizona and worked in student services at both Arizona Western College and the University of Arizona. Yuma Crossing National Heritage Area+1 She currently serves on the board of the Yuma Regional Partnership Council (First Things First), the Yuma Crossing National Heritage Area Corporation, and holds a role in economic development with the Quechan Indian Tribe—work that reflects her commitment to inclusive community growth and cultural heritage.

Emilia’s vision is rooted in her own story of growing up in Yuma, engaging in community service, and striving to create opportunities for the next generation. Whether volunteering with the local Rotary Club, mentoring youth or shaping policy from the boardroom, she brings a people‑first strategy to every initiative. With a focus on better schools, robust economic opportunity and strong community infrastructure, Emilia is positioned to represent all of Legislative District 23—its urban centers, agricultural heartlands, and diverse cultural communities—with authenticity, purpose and leadership.
