Constable Darlene T. Martinez is a lifelong community advocate, seasoned public servant, and trusted leader serving the El Centro–Downtown Justice Court. With nearly four decades of experience in community leadership, small business ownership, and political organizing, Darlene brings deep institutional knowledge and a people-first approach to public service.
Since moving to Phoenix in 1985, Darlene has dedicated her life to strengthening communities—working on local, state, and national campaigns; managing successful school board and city council races; and founding Future Leaders Consulting, where she has helped empower grassroots leaders for over 45 years. Her public service includes serving as Chair of the Central City Village Planning Committee, Sergeant-at-Arms for the Arizona Hispanic Community Forum, and a long-time volunteer with St. Vincent de Paul’s CASS shelter.
As Constable, Darlene is known for treating every individual with dignity and respect while ensuring court orders are carried out fairly, safely, and efficiently. She is a strong advocate for seniors, veterans, people with disabilities, and families facing housing instability. Darlene believes justice must be compassionate, accountable, and rooted in community trust—and she works every day to make that vision real in downtown Phoenix.
